Dude... think of pangaea man. A Milennia worth of living entities have died and no doubtedly turned into fossil fuels. So when Pangaea breaks up to form the continents, and the shelf being a continent not fully explored or bothered. Bingo, a huge mass of unbothered land that more than likely contains millions and millions of gallons of fossil fuels. So yes, it is more than likely resource rich. This is russia's stupid attempts to become an oil giant and when America wants to put missle defense system in Chezk Republic and Poland Russia thinks it will be so powerful that it can use this oil as leverage!!!
