First of all. When Yngwie was in his prime he had no one that really could "compete" with him. This guy Joe, I'm sorry to say, isn't near them shredding-parts in a proper way that he's showing off, in fact it sounds sloppy as the sound also don't do him justice. Both are masters on their own, different styles though...I don't think Joe tries to copy Yngwie, seems to be like a tribute to Yngwie, nothing more, nothing less. @fukfees Joe has a very original way of phrasing and putting notes together, that sounds really cool, that Yngwie Malmsteen doesn't have. Not saying he's better. Just different. Like Jason Becker. And this is the only Malmsteen cover I've seen besides Becker's.
