Politics, money, and 'business as usual' are a big part of it. Things are changing however. Santa Barbara County (in CA) is considering this technology, and it is presently on their 'short list'. Riverside Cty (in CA) is also in the process of reviewing this technology to not only to generate power, and process waste, but also to clean up its old and closed landfills. Marin County (in CA) also just put out a RFP for alternative energy. This technology will be submitted for consideration.
