It's a basic right enshrined in the Basic law guaranteed to remain unfurnished for 50 years ending in 2047.
HK is largely autonomous in policy decision making except in foreign affairs and military defense.
HK has free-trade agreements & the highest concentration of foreign consulates in the world (albeit not being able to dictate it's own foreign relations...)
HK does formulate it's own policies. It's authorized by the National People's Congress to do so.
