He is not being literal here, anyway. The song is about things in the past which have harmed us, and at the end of the song he says "my name's on the gun', which i take to mean that he is the one who has caused himself the most harm.
Believe me, it is very sylvianesque, because he deals very often with spiritual pain and past sorrows, and that is what this is all about.
What is more, interjected throughout is the Lord's voice, saying that He is the Law and the King, and vengeance is His.
The album this song's from (Secrets of the Beehive) was out in the 80's - school shootings weren't so common then, so I hardly think it was as relevant then as it might be now.

Listen, should you be a believer in the Lord Jesus Christ (or not) to Sylvian's lyrics, and always you hear his own struggle to crucify the flesh and take every thought captive to Christ the Savior.

The flow and timing is very well done too. - Conserning the music it is astonishing for me, that it is possible and also adequate to express this aggressive theme in such a discrete manner.
