47% Tax Assessed Value Waterfront Fixer 505 Shore Drive Bremerton WA

I noticed the home is behind on the taxes by almost 20K and although the assessed value is 680380 the homes in our area are going for far below assessed value. The comps are in the mid to high 5's and in pretty good shape. The amount of money this one needs along with the tax debt (who pays that? Is that paid by you when someone buys it?) and the re-model puts you in the mid 5's again. Thoughts??
