No, it is not. A lot of people make that mistake by calling Scrubs a sitcom.

There are several differences. For example a sitcom is filmed in "in front of a live studio audience" and background laugh is a must.

Scrubs is filmed in a real hospital and there is no audience and no background laugh.

Search for the episode "My sitcom" - there JD imagines his life as a... sitcom and you can clerarly see the differences between a classic sitcom and Scrubs.
