Is it really considered cheating? If I remember correct-I read that Eos once said somewhere that the Red Faction has been stealing weapons from Ultor for some time, hiding and caching them throughout the mines so the miners will be ready when the rebellion breaks out.

It looks like Parker found the main weapons stash here.

I'm guessing you're just having one really messed compatibility problem, which I've heard is a common issue with Vista and certain video cards. Try running it in Compatibility Mode (right click on the shortcut to the game and go to Properties and look for the Compatibility tab). Before doing that though, I'd recommend you search for any patches that might fix what's wrong, because although sometimes the backwards compatibility modes can be a bit unreliable.
