I just saw an event on elite thy was upcoming for ps3 and it starts on the 28 of this month. The catch for the event is that it has to be done on the new map piazza so ps3 elite members can expect it next Friday

Xbox360 Elite Members get it Janurary 24th

PS3 Elite Members get it about a week later so around Feburary 1st

Then Xbox Non-Elite Members get it about a week later or around Janurary 7th

Then last but not least PS3 Non-Elite Members & PC get it a whole month later then the Xbox360 Non-Elite Members which will be on or around March 7th.

@mrtisahotdog5 I doubt it as Microsoft pay to get DLC first because (and I don't know how) Microsoft make a lot of money from Call of Duty so they get a lot more money from releasing it first to Xbox LIVE members. Although Xbox LIVE does have a fee for GOLD membership I feel it is right that they get content first before those playing for free on PS3.
