Actually Isla vista is a lot further away from SB than you'd think. Isla vista is almost entirely students. Trust me I grew up in Santa Barbara.

They shut music down a lot earlier during Halloween becuase there are so many people there the police want them out earlier becuase rape or violence can ensue as people get drunker and it gets later. Normally they let music go on until 12am.
