Filling in under the markers and headstones with gravel looks like a good idea... I didnt even think about doing that, I probably would have just filled it in with more soil, which probably would not have worked or would have been short lived.
@dcostell yes it is an old family plot, but the cemetery is actually on someone else's property. They lost the farm years ago and another family bought it.
it's weird, but it specifically states in the deed to the property, that this plot does not belong to any owners of the property, it is a separate piece of land..weird eh?
@bmeyer44 My guess is that it was an old deed restriction in perpituity that protected the plot. Thanks for sharing, did you ever think about memorializing every individual buried there by creating entries on findagrave? It would look good especially with the plots and headstones refurbished.

@DickyBenfield we started about 7:30 - 8:00 and had EVERYTHING done and were back on the way home by 1:45.
The gravel helps to drain the water away from the stones. another recommendation from the professional preservation folks

This is really different but fascinating. Is this a family plot on old property that's been in the family for generations?
