Prussia (german: Preußen) was a powerful and quite huge kingdom in europe. Back then germany was parted into several states, the most of them were very small and weak. Prussia was just one of those states. Prussia had one of the world's strongest military power and so they united the german states to the German Empire that was reigned by the prussian king who became the emperor. In Hetalia Prussia is Germany's older brother.

Yes, at one point Prussia was allied with England, however they also fought as enemies too. In Hetalia, Prussia is depicted as having a hatred for Russia, but not much more. Though, where I can understand someone inferring that would be simply from the fact that Winston Churchill was the one who led the motion to dissolve the Prussian state.

As far as Königsberg and the Kaliningrad Oblast. Yes, the capital of Prussia was Berlin, and the capital of EAST Prussia was Königsberg.

As far as Hetalia is concerned, the fact that Prussia is depicted as having a deep hatred for Russia would likely (assuming Himaruya was referring to Socialism) would point towards him (perhaps) representing East Germany (since, much like with the Italies, there are still some cultural differences between the two).

The idea of Prussia being represented as Kaliningrad, would actually be a more RECENT event than anything. Since a large faction of the citizens of the Kaliningrad Oblast have started a movement (though small) for their independence from Russia. And they are wanting their independent country to be called "New Prussia", and act as a sort of Baltic Switzerland.

But the only way I can show that is for example when I speak French (I think it sounds lke a French) or when I speak German (I change from time to time automatically the "s" in the german word for what and that with a "t" ^^
