They tarred and feathered people back in the day so that the next town which they came in wouldn't help him. The result is that he would go far away before the tar and feathers would come off and before others would even think of helping him. They did this for a bunch of offenses - sexual and otherwise. Actually it was a good plan - got rid of him and then it warned the next group of towns at the same time.
