Will you be able to communicate effectively?

I'm going to emigrate from the United States to Denmark, so it's fair that they ask me to learn the Danish language and gain a fair understanding of their customs. As for the Japanese establishments in question, I have heard of them. It seems to me a non-issue since these establishments are supposed to be fairly uncommon and small in scale (it's not as profitable to limit your customer base so). So I don't care.
There's no such thing as a country's "genetic uniqueness". There is no approved list of traits which are exclusively attributed to Danish people, easily distinguished from Finns, Swedish, Norwegians, Germans, etc.
Likewise in the Japanese case. There is no special list of traits which characterize a Japanese from a Korean, or Chinese, or Vietnamese, or Filipino. And if you want to get technical and stress this, the Ainu should drive the ethnic Japanese out toward Mongolia.

The "no foreigners" sign is used in some places because of bad history where foreigners caused a scene or committed crimes there, so they don't want the same thing to happen so they put up the signs. It's like in Okinawa, most crimes there are committed by family members or soldiers from the US Futenma Airbase. It's not racist to have these signs because its there for a reason and u have to take into account cultural differences too.
Just because they're justifying it by saying "well, in the past, gaijins have caused issues." doesn't mean they aren't actively discriminating against a specific group of people.

Going to another country and expecting them to speak your language is pretty rude in itself. If you got the 1,000+ for a plane ticket, spend the 100 beforehand on learning some basics of their language, kudos if you study the culture. I don't like what you said about America, though. They should also be free to have establishments that welcome all others. In my opinion, only the arrogant foreigner or racist would be offended and want to push and shove himself into what another race had sacrificed and worked so hard to build.
If they do allow you, you should consider it a privilege not a "right".

The most important thing you must consider when going to another country:
Will you be able to communicate effectively?
If not don't be expected to be treated like a citizen (although many Japanese will STILL go out of their way to help and communicate/ hang out with you, and basically yes, make you feel at home). The Japanese don't owe a "gaijin" anything.
After all if you don't know the language, you are in fact an illiterate adult. Consider how we treat illiterate adults in America.

My cousin is an area manager for a restaurant chain here in Japan. He constantly has to deal with drunks and troublemakers, 90% of them are Japanese.
I am a half who fully functions in Japanese, and I don't think I should have to deal with people making judgements about me because of how I look.
Just because some foreign looking person caused a problem in the past doesn't justify making policies based on skin colour etc.

The "no foreigners" sign is used in some places because of bad history where foreigners caused a scene or committed crimes there, so they don't want the same thing to happen so they put up the signs. It's like in Okinawa, most crimes there are committed by family members or soldiers from the US Futenma Airbase. It's not racist to have these signs because its there for a reason and u have to take into account cultural differences too.
