Because Ottoman army were coming and he did that to stop them. Ottoman army couldn't accumulate food reserves and couldn't reach capital. This tactics worked well but economy of country weakened. People returned to this region. But this region's economy couldn't develop well for a long years.

On January 17, the European Parliament called on EU Council of Foreign Ministers and European Council to protect Armenians and render assistance to Armenia and Nagorno Karabakh.

@IVUG94 Twenty years ago the Azerbaijani authorities instigated the pogroms of Armenian population in Baku. Some 400 Armenians were killed and 200 thousand were exiled in the period of January 13-19. The exact number of those killed was never determined, as no investigation was carried out into the crimes.

Otherwise, could you, please count 5 persian emperors? There was no country called Iran till 19xx year, so don't talk too much about Iran. We - Azeri Turks lost the war against the Russia and our country devided into two parts. North of it was occupied by Russia (khanates). If you look back to history you will never find any persian empire in our region. I'm not talking about Armenian empire at all.
