The cat is most definitely not having a seizure, though. I know, having had several cats in my life, and one of them having had a seizure - they don't meow in a seizure, mewling is a very controlled action in a cat's throat, and the strange noise this cat is making is a meow, altered buy it licking its lips. This cat is also clearly looking at something and following it with its head, and not otherwise doing anything. Were it having an attack, it would not be sitting upright like that still.

@Shitraver He's not squeezing the tail, he's scratching the cats back just right above the tail. There are other videos that show this same behavior from cats, and they aren't being hurt. It's some nerve that makes them feel good when scratched and they act all "silly" when it's done.
