The required reverse ratio is for private banks. If you place a dollar into the bank, 10 cents goes to the fed for holding (but nothing else). Changing this ration changes the amount of loans (investments) in the economy. However, both acts can act as a tax that has larger effect on lower income households.

Suppose the Federal Reserve did not engage in any other monetary policy exempt to loan money to banks during a "run." The investments would remain as components to GDP (which are critical to economic health) and the bank would eventually repay the Federal Reserve. Yes, money was created out of nothing; which has harm. But in this case, it is a price to pay for stable investments
@ThegoodEconomist we agree that if they dont so this the system will collapse, but the thing is that this is the only system we know and we are too deep in the hole to try something difference. You seem eager to find a new system, which is fair enough, but let me ask you this question. If under our "present system" of mixed Capitalism with more weight on markets. We have become the richest nation in the world continuing to push back those economic constraints I mentioned before. What is the price and the risk of changing the system?

When China allowed global companies to trade 300,000,000 Chinese were taken out of poverty. 2nd you are correlating a higher poverty rate with markets, you must be careful. There is just as much reason to suppose bad policy is responsible for that. Also we just got done with the largest recession since the great depression, yes more people will be in poverty, but you cannot assume it will remain after recovery

So it is very independent. But not completely isolated. Now, as far as the amount of power they have, they are much more powerful than congress in influencing the economy, however, the work that they do is enormously complex. Are they corrupt? That I do not know
