Yes, but the US made that assumption without ever having played an EU top player (only exception is Helios when he came over somewhere around 05-06). Captain Jack has come to EU on several occasions, being beaten by Amsah the last 4-5 times. After that, Armada started beating Amsah. Do the math =)

Not impossible, but knowing that Japan switched to brawl on a large scale doesn't really support that theory. They had some bigshots up and coming around 2006-2007 (MachDash, Farce) and also some old pros (Aniki, Masashi etc.), but almost all of them started playing brawl instead. Thus: it's not very likely that they would have a secret supertalent that the world doesn't know about.
