Fisk: The Arab world would like democracy

Rober Fisk, needs first to answer one Question. when he talks about the Arab World; who is he talking about exactly? Who does represent the Arab World? is it the regime's, the tribes, the power holders, or is it the oppressed ordinary people, the minorities, or is it the radical islamists, the Sunni's, the Shiites? Who is he exactly talking about?
