Six years ago, the Early Childhood Care and Development (ECCD) Law was passed, "mandating government and the private sector to cooperate in the grand plan to rescue the underserved population (of children) and provide them with a system of preschool preparations. Implementation of the law, however, has been spotty, with some barangay ignoring the law completely or complying only partway.
The UK is in the midst of implementing a 10-year national child-care strategy designed to help parents get access to affordable, high-quality child care (to make it easier for them to hold down a job), and they instituted programs to develop healthy and school-ready preschoolers, teens and young adults. Of course the past projects on nutrition were supported by Caritas Manila and so many individual contributors from Filipino communities in the United States and Europe.
