Are you talking about the "stolen car parts"?, it are in:

Indianapolis-After you exit the tunnel, look in a side, at the left, there should be an opening with a part

Philadelphia-In the boat with the boxes, it is behind one of them, in the bottom

Chicago-When you come out of the long downhill (or something like that), go to te far left, there is a shortcut with the part on it

Malibu-In the start, go to the right where the rocks starts, there is a shortcut, but you need a bubble-shield

It's unlockable. It's part of the Frantic Finale courses, which you unlock by obtaining the 4 car parts located in four different tracks.

It's impossible to do this level with Ludwig.

When every race ends, your driver keeps driving automatically. Ludwig can magically turn and accelerate like Dewey but when you play as him he comes to a complete stop when turning.

It's possible, but you would need absolute mastery of Ludwig's poor handling to do so.

The computers can make that big turn without even drifting or breaking.

Indianapolis holds a car part right at the end of the tunnel. U-turn to the left after exiting to find it in an alcove.

Philadelphia holds a car part behind some boxes inside the ship.

There should be a U-turn just past the start of Malibu. Cut across it by going around the cliff. The car part should be here.

Man, of all the tracks in this game, I hate this one the most. I fall off at least 6 times per lap.

Man, the N64 version looks better. I got the Game Boy Color version for my 6th birthday and it sucks. I didn't get an N64 and I really wanted one. I didn't know how to ask my parents to get one (I had autism in the 1990s'-early 2000s').

To unlock this track, along with the other remaining ones, you need to find all 4 car parts. Don't ask me where they are. Use an FAQ. And I know what the Rainbow Goo is; it's a cheat you can activate to change the color of the paint from green to a random color.
