Shes acting like a maniac because she has a massive head injury. The crappy police should have arrested those women and they should have never run onto the road the second time. This "incident" happened because the cops didnt have any training or common sense, to prevent this. Someone besides the unstable women could have died and the cops would have been to blame.

First of all, they were not on drugs. They have a verry rare mental illness. And plus, one of them killed a guy when she got out of the hospital. DarthCelcius is right. There was no drugs involved. It's just a twisted and sad story.
