Yes, this was indeed written by Hector Zazou. It appeared like this on a 1995 album of his, "Songs From The Cold Seas", which I never heard all of. This song was on a compilation CD I used to have. I used to listen to it (this song) a lot in the summer of 1995. It's just wonderful, somehow managed to convey the feeling of rushing water, or the ocean. So fresh.
I totally understand if most people would find this song inaccessible, but personally I consider it one of the prettiest songs I´ve heard in my lifetime.

This is not a Suzanne Vega song. This composition was by the great Hector Zazou. Though her vocals are wonderful.
