I like Dylan but Zevon to me captured something over a period of time that I think Bob never did. Dylan was more for his time and place rather than the actual song. He was in the right place at the right time. Great songs yes but take them out of that time and do they hold up? Not as much as Warren does in my opinion. I think over a career Warren had the greatest songs and really was there ever a bad Warren album? Nope. Thats special.
