Why non-binding? Sarbanes wastes time in corporations and creates more fudging of paperwork. So what good is it doing...I don't know. Not just small companies, but all companies. I actually worked in a corporation as the go-to person who created a tracking binder for Sarbanes regulations. Waste of my time, waste of my companies time, it was a pain in the butt for people to do it, so they weren't serious about it.
