Ms. Miller raises an inconvenient, but highly relevant point. The language of any proposed trans-protection legislation is CRUCIAL, and if not carefully considered in advance, will inevitably result in a less effective law, which may well prove to be worse than no law whatsoever. As in so many other areas of life, it's not WHAT you say, but HOW you say it. History has shown tha federal legislation is a "two-edged sword".
