It was the failure of the intelligence to act in a swift way that resulted in the tragedy. Apparently on the night of the attack Indian intelligence had gathered information by intercepting some message that there could be some incursion by terrorist from the arabian sea. Russia is not considered an Asian country, and moreover, her navy is not stationed in Asia. The most powerful navy in Asia, at least on paper, is the Japanese navy. Aircraft carriers are easy to sink (by submarines). I'd rate the Indian navy the third behind the Japanese and Chinese navies.
