You Turn The thumbstick to the left until the closest circle is green... then when its green turn the thumbstick to the right until the center circle is green....then turn the thumbstick to the left again until the smallest circle is green.... then it should open

I think theres a bug in PC version.. try rolling your mouse scroll button, while pressing "a" or "b" keys.

Right to cet into the safe you simply need to rotate the left stick around in a circular motion. once the first 'disk' is GREEN stop rotating in that direction (eg clockwise) and rotate in the opposite direction untill the second 'disk' falls into place... and repeat
