It can and did. Do you have any idea the static loads applied to the steel members of the WTC? It doesn't take much heat to bend structural steel enough to cause catastrophic failure.
WTC7 was hit by debris from the collapse of the north tower, starting fires that raged uncontrolled for hours. The damage and fires are clearly visible in videos meeting the timeline of the disaster.
