As the title of the song is "Insieme 1992" (Together 1992), part of it "LEuropa non è lontana" (Europe is not far) "Cè una canzone italiana per voi" (there is an Italian song for you) "Insieme, unite, unite, Europe" (Entirety, joined, joined, Europe), I guess he is singing about when Europe will be united.
