No, that's definitely something you don't want to do; it will end up crumpling up and falling apart if you get it wet. The rice should be sticky enough to keep the seaweed together. To make the rice a little stickier, add a little more water than is required for the amount you're cooking.
I rarely use the sushi mat, because it rolls just fine if you know what you're doing. You can get the bamboo or wooden rolling mats at any asian market, though. Most rice will work fine, but white rice is the easiest, because it retains water better than brown rice, so it tends to be stickier, which makes it easier to roll.
No, you can get the seaweed at pretty much any major marketplace. The ones I use in this video I think I got at an asian market, because I make a lot of sushi, and they sell packages of 100 sheets. Wal-Mart or any place like that usually carries seaweed sheets that are about half the size and there's 10-20 sheets in a package.
