I don't know about the french part, but you've made some mistakes in the transcription and translation of the japanese part. I'll point one:

"ame no himo kaze no himo/mainichi sabo shite/ageru" is actually "ame no hi mo, kaze no hi mo/mainichi sanpo shite ageru", which means "(even in) rainy days and windy days/I'll walk you everyday"

@redkazuo The French is hardly French at all. In a single sentence it can jump from French "Je suis" (I am) to "sa mosokona," which must be Japanese. There is also the issue that Aoi Toda's accent is so thoroughly Asian that I'm not quite sure where the line is drawn between French and Japanese. For instance, towards the end Toda sings "J'en suis la mosa." If 'mosa' is French then she sang "I am the mosaic."

@TheMrHeth Just because we can find phrases and words that are actual French doesn't mean we can conclude that the second part is indeed French. We can't really say anything until someone can manage to transcribe the lyrics so that they actually make sense in French beyond a shadow of a doubt. Compare the song "World Without Logos" from Hellsing, which uses English-like lyrics at best. Likewise, as far as we know, this song uses French-like lyrics at best till we have good evidence.

The second half may not be real "french" but it is definitely supposed to be. If anything it seems to me to be a mix/bastardization of french and japanese. Whatever the french equivalent of "engrish" is. Fraponese? lol

The first line sounds a bit like "je suis saumon sakana (sakana is the japanese word for fish, don't know why it's in there but...)"

Maybe i'm just imagining it but, i swear that i hear "poisson (fr. fish)", "tout la monde", and "a l'amour".

It definitely isn't rare for songs to have 'broken' foreign language lyrics. I think it's more than likely that the later verse started as a sort of japanese/french hybrid which may be completely incomprehensible to most french speakers. There's no doubt in my mind that there are french words in this passage though.

It is french (trust me, I'm french), but no, it doesn't mean much. When you listen to 'wichet de bous sobleu' it can phonetically (and with a bad but funny accent :) ) mean 'et j'ai de beaux yeux bleus' ('I have pretty blue eyes'). Some other sentences can also be phonetically translated, but it's pretty hard to understand; you have to guess...

Actually, while the song is about a dog, Ed is described as a cat in the anime. In the episode Hard Luck Woman, the nun says she "wandered in out of nowhere like a cat, and then out again just the same". Her other theme is called Cats on Mars, so it makes sense, don't you think? :p

Yeah, just like Sarybird said. The first half of the song is in Japanese. The second half sounds like it's in French and some of the words are even identical to some words in the French language. However, the song doesn't actually translate and most of the words are 100% fictional. This isn't uncommon with Yoko Kanno's songs. There are several songs she's created that use made-up languages.
