Of course Elecman is difficult, the reason there were only six Robot Masters in the original is because the other two are actually good guys. Each Robot Master has a weakness on purpose in case they go rogue. Megaman was meant to be kept under control by Elecman, just as Megaman was supposed to keep Cutman under control, Cutman's the only Robot Master ever to be particularly weak to the Mega Buster.
