Arcs couple through the glass, then go through the argon and into the air. They're hot enough to ignite the paper towel.
The tiny sparks act strangely, seeming to follow the arcs in air. Those sparks might be carbon-based ball lightnings, similar to the silica-based BL recently made in the lab.

I feel that this better represents red alert 1 and its expansions, because in the second one the Tesla coils were made a lot weaker.

I can see your point and I agree completely, I had just forgot you could charge up the Tesla coils with the Tesla Troopers.
