This sounds like a legit unreleased Gang Starr track. Even those lines later used for "Moment of Truth" sound different. "I came to bring your FAKE hip-hop to an ending" in this song but "I came to bring your PHONY hip-hop to an ending" in "Moment of Truth". It's not a blend.
