the funny thing is that Hitler was actually nominated for the Nobel peace prize in 1939 by E.G.C. Brandt later on he was forced to take the nomination back due to that Hitler started his invasion of Poland 1 september 1939. Other infamous nominees are Joseph Stalin and Benito Musolini. it only requires one qualified person from the Nobel peace prize comitee to nominate a person, In the Hitler nomination it was E.C.G Brandt that did the nomination.
