I believe this all started with Reagan He was the largest promoter of deregulation. From there it went to the republican congresses of the eighties and nineties and their deregulation. Then there was the Bush administration who was more than happy to tout the increasing number of home ownership, but turned a deaf ear to the talk of a housing bubble or takes any action to decrease its severity.
