He was working for Victor and she just moved to town and Victor wanted her scared so she would move out of town. Then had not met yet.

no, at this time SHe is in Cleveland working for the doctor who has KImberlys baby. Emma Marshall arranged the kidnapping AND hired Steve to scare her back to Salem, In Salem Victor hires Stee to spy on Kayla and Bo
