with ease, just research all yr upgrades in tactica controll (armor kits, morale propagandas), get feww full grps of guard with comissars in them, 3 basilisks, leman russ (2 if you don't wanna bother taking relics-->baneblade) elsit 1 grp of karskins and ogryns and prist in them and y win game just by over pover of shoting efficenfy and loads of guys and heavy armor, id say necrons are the weakest race in soulstorm cus they are so damm slow and only one unit can capture points
