Okay, BASE Jumping with a Skydiving specific rig, yes dumb, but can be done. This guy just doesn't know how to pack. Look at the end cell open up all shitty @ 06:15 and how the front of the cells are tucked under when it deploys. I would say that the guy had no idea what he was doing.
