That is because she is wearing circle lenses and falshe lashes combined with the black eyeliner and eyeshadow that gives her a thicker lashline and wider eyes. Circle lenses give the effect of having bigger eyes because they fade to transparent from the middle of the lens to the centre which makes your pupils look bigger. They work best with brown eyes in my oppinion.
