I think that Chloe's love of reporting and wanting to find that BIG scoop to make her famous was a road block between the two.I think a small part of Early season's Clark was scared that if Chloe found out about his alien status she 'might' use it to gain her dream job.Of course that was all proven wrong later in the show when she did find out and stayed silent but I think a part of Clark was scared over that and so kept his distance.It's just a theory of mine.

i think the writers of Smallville, in the early seasons, made their viewing audience rather....how shall I put this...confused as to their feelings between characters.

What I mean by that is, this is such a great heartfelt scene where the friend character pours out her heart to the boy she's had feelings for from the start, in a way that makes us (or at least me) rather root for her and hope she does end up with Clark, but we know she won't, and instead focuses on the rather flighty Lana...

Good points there. However, Pete seemed to find it easier to move on, and the relationship between he and Chloe (especially in the first two seasons) seemed to be pretty much friendship. As in, he didn't make any advances, and Chloe clearly didn't like him in "that way". For example, in the last episode of Season one, Tempest, Pete went to the prom with Erica. Besides, it has always been obvious that Clark likes Chloe too, while the Pete/Chloe thing started from... season two? Three even?
