Philadelphia, one of the most violent cities in the USA. I know because I live here. The cops were chasing that car because earlier that week 2 cops been shot & killed in one week. So they were stopping that car for that reason. Shit, if you think that was bad you should've seen the stuff that isn't on tape. Or better yet try & look up the 2001 police beating of Thomas Jones during the Republican Convention in Philly lol, good timing for that to happen!!

From the naked eye, if I was to erase the police uniforms and the police cars, this looks like a GANG attacking three men; throwing them to the ground, and kicking and punching them.
