I think the whole point is to make it easier to adopt kids and to help people who need organs without turning everything into a big, twisted, dangerous, underground market. The Indonesian government has illogical reasons for not allowing organ trading.
As for pragmatics, legalizing the organ trade would easily address supply deficiencies. Thousands of deaths per year result from shortages and thousands more could receive a method to escape poverty.

As well, why is it the case that semen and blood plasma are legal to sell while kidneys and livers are not? This arrangement strikes me as extremely inconsistent.

I agree with Mohammed Nasal. The Doctor uses the guilt argument, that you should feel guilty of the sick. It does not hold much reason. The healthy people have a right to live their own lives as free and healthy as possible. Just as they deserve economic freedom to spend their lives as they please, they also deserve the right be healthy, not to mention physical security. Medical surgeries are invasive. That is utilitarian, inhumane and simply a bad idea.
Listen to 1:28-1:43 again. None of them regret having sold a kidney/portion of liver, and if it was legal, many more would do it. By voluntarily selling 7cm of his liver, his life has changed for the better. Who are you to enforce poverty on people when they have a way out?

Ok, now you're attacking my status by accusing me of dictatorship. Telling how this is wrong is not oppressing you. You've got it all backwards. You don't have what it takes to tell people to sell their kidneys. No one doesn't have to sell a kidney to improve their living standards, because loss of health will lower it more, permanently. And if some people just sell them for fun, that's a sign of weakness of the character and not a matter of the law.
NOBODY is MAKING ANYBODY sell them a kidney. This is a voluntary contract between two consenting adults, and you want to override their own decisions and impose your own. Seems the only one wanting to MAKE people do ANYTHING is YOU!
Having one kidney =/= bad health it just means increased risk should you develop a problem with your remaining kidney in the future. But how many people have problems with their kidneys that wouldn't be shown by the pre-op tests? Bugger all so it's a reasonable risk

Uncoerced contracts between consenting adults are no place for governments.
The only time governments should get involved is if the trade becomes black market - which it is now, because it has been made illegal.
