My version of blue is in spanish, i've got 8 badges 4 rare candys in the 6th spot, and i still can't get it to work, do you think its cause of the game being in spanish ?

tried it once for masterballs and worked but tried again for rare candy and i had to fight a vulprix and then i kept doing it and i had to fight a guy with level 128 pokemons.. weird
