Every time I scan my drawings into the comp. they are always really washed out and look bad... I have and older version of photoshop but I only have a mouse not a tablet yet so I can't really fix it up... anybody have any ideas on what I could do to have decent scans?

your techniqe is good but your foreheads are too big and you should try drawing other things that you don't usually draw as practice
