OK les say I'm from Rupert, Nebraska, and cant get a job there. So I hire a criminal to sneak me into Mexico. There I join a gang, make a ton of money compared to nebraska standards. I get in a gang fight, break my arm, and the Mexicans have to pay for it with their taxes. I send most of my money back to Nebraska so I can buy a huge house on the water. I get credit through sympathizing banks borrow as much money as I can, then go back to Nebraska to retire.

I'm sure many do, but look at is this way. Say you're from "Rupert, Nebraska" (no such real town) and you get to go to college in San Francisco. I'm sure that some, but probably only a minority, would want to return to Rupert...and Rupert isn't even in the third-world. But some do return. I think that this is a bigger problem for other countries than for the U.S., because their brain drain is our brain gain. That's only concerning the highly educated immigrants, though.
