That's not the special cutscene with Tengu and Spartan. It can be played randomly for every fighter in time attack. I've got it for Kasumi.

Tengu (true name Bankotsu-bo) is 1500 years old. Evidently among the other Tengu he was a high profile criminal.

Sadly he was watered down one too many times in DOA4. He wasn't close to being the best character in DOAU, but the programmers often make odd choices. Despite being a lot weaker, he's still fun to play. Since hardly anyone knows how to deal with a good Tengu player, he can get some decent wins. Slowest character in the game though.

He wasn't broken in DOAU, it's just that he could take advantage of lag in online matches. Tengu was super slow. His only saving graces were his u+K, low grab, and his throw. Offline Tengu was just an average character. Sadly, Tengu and Ayane were unnecessarily nerfed in DOA4 despite neither one being close to the best character.
