I'm from LA. This has been an ongoing official but unstated war on the poor homeless people in skid row east of downtown. That area is prime property and the developers who own LA want it for themselves, literally for free. The city council has been handing over LA for overdevelopment for years and are half a billion in the hole, debt from all the developers being given tax abatements and freebies. Phil Anschutz owner of staples center got HALF BILLION IN BREAKS. Guess why LA is in debt?

It's the people who film these incidents who misconstrude what really happned by talking to people who probably just plane don't like cops to begin with about what happned, that make it impossible for the police to even do their job.
