Doesn't the baby powder keep you from pulling all the hair out though. Doesn't it make the wax stick less, or make it so only part of the hair comes out?

No, it dries your skin so that the wax sticks better. Your own natural sweat, oils do more to prevent a good adherence of the wax for a cleaner pull.
